A. Post Tsunami Pangandaran
1. Pangandaran
Until now, the IDPs are still living in the entrance gate of Pangandaran, also in Madasari, Legok Java and Bulak Laut, whereas most of the house in this area is heavily damaged. On last August 8th, Yamaha company gave a mechanic repair service for free to the fishermen whose their boats were damaged. Some of the fishermen hasreturned to their normal activity. Earthquake was happen today at 09:13:39 AM, with the epicenter in 505 km from North East of Manado, North Sulawesi with the magnitude 4.7 SCR within 292 km below the sea.

1. Earthquake
Wamena, the citizens in Jayawijaya District, Papua, yesterday (8/22) were surprised by an earthquake event which was happen at 06.42 Indonesian East Time(WIT). At that time, the rain was fallen. Based on the Regional Seismic Centre V Jayapura, the epicenter located in Anggruk Region, 86 kilometres from the South East of Wamena. Earthquake analyst RSC V, Cahyo Nugroho, explained that the earthquake within 4,79 SCR magnitude, did not cause any damages nor victims. The earthquake was occured because of the fault movement in Central Mountain. The fault was keep on moving from the North West until South East. (Kompas, 23 Agustus 2006)
Manado, earthquake within 5.1 SCR, yesterday (8/22) at 21.48 Indonesia East Time (WIT), struck Manado. The epicenter Maluku Sea, within 100 kilometres from South East of Manado and 57 kilometres depth. The shake was felt in Manado and Bitung. Metereology and Geophysic Board of Manado, Subardjo, said that the earthquake caused by faulth in Maluku Sea with the Eurasian faulth. The earthquake did not cause any damages nor victims. 2. Post Earthquake Jogjakarta
Jogjakarta, the governour of Jogjakarta, Sri Sulatan Hamengkubuwono X said that the reconstruction fund for earthquake victims which is worth over 749, 795 billion Rupiahs, will not be distributed equaly. The fund gives to the victims based on the category of damages. Nearly 1.000 of earthquake victims were demonstrated. They demand that the Sultan has to liquided the reconstruction fund immediately. The reason is tahat if the fund is not giving fairly, there will be a conflict among the citizens. The same demand also shown in Klaten District, Central Java, which the victims refused the fund which given by them on the form of urban poverty management project. The victims also demand that the supporting aid from the Dunia Bank is giving fairly.
The Urban Poverty Management Coordinator (P2KP), in Klaten area, Bachrul Ulum Zuhri, has heard the citizens objections. Yet still, it is difficult to fulfil the citizens requested on a fair amount reconstruction. This fund does not come from the governmemnt, but it comes from the World Bank. The project is reconstruting 1.050 unit of houses which spread in 70 villages in Klaten. Bachrul admitted that his staff have finished the first phase of the house reconstruction, which was building the foundation with the budget 6 million Rupiahs per house. The reconstruction fund of P2KP, is divided into 3 phases. The first phase is by cashing all of the fund, the fund is by distributing fund which is worth 20 million/house, and each village also gets infrastructure repair fund worth for 200 million Rupiahs. 3. Forest Fire
Pekanbaru, based on the data from the Forest Fire Control and Land of Ria, shown that the fire has spread to Indragiri Hulu District, which is near to the National Park of Bukit Tigapuluh area. The fire is threating the community settlement and the forest fire centre distance is only 5 kilometres from the community settlement. In Dumai City, yesterday (8/22) reported that 1.500 hectare of coconut land were burnt out. The smoke was resulted from a great fire in Indragiri Hulu, Dumai, and most of the National Park of Tesso Nilo in Pelalawan District that spread to other areas.
According to Syamsidar from the Nature World Wide Fund Public Realation, said that the settlement in Lubuk Kembang Bunga and Air Hitan in Bagan Limau Village are threated. More than 4.000 people live in these 2 areas and their villages located near the Tesso NiloNational Park. The fire is keep on burning the land and effected a smoke which covered the air in most of Riau Province. Since last Saturday (8/19) until yesterday (8/22), the smoke is still covered this area. 4. Heat Mud
Sidoarjo, Government is now preparing the contingency plan to stop the mud flows in exploration area of Lapindo Brantas Company in Porong, Sidoarjo, East Java. According to the Minister of Energy and Mineral Resources (ESDM), Purnomo Yusgiantoro, this contingency plan consist several choices, which are : dumping the mud to the deat river, streaming out to Porong River, or injected back to the ground and make a patch . The other alternative is dumping out the ocean. This last alternative is rejected by several parties, such as : Bahari Sampang Fisherimen Forum, NGOs in Bangkalan, Madura Kinship of Region Coordinator Associated, and Majelis Ulama Indonesia Pamekasan. They refused the idea, because it will cause the fishermen lost their jobs and there is not yet any guarantee that the mud which is already purified is environmental friendly. Meanwhile, Lapindo Brantas has started to installed the pipes which will streamed the mud from Porong Sub-district, Sidoarjo District, East Java, to Sunda Strait. The pipe which has been installed was 5 kilometres lenght and it planned to be installed within 16,05 km lenght. The pipe installation will be finished within a month. The Environmental Minister, Rachmat Witoelar, during the survei in the coast of Sidoarjo District, said that the pipe’s point will reach at least 8 km from the beach line. The purpose is to mix the mud with the sea water, so the netutralization process will be done quickly. Rachmat also said that the mud purifier must be done, so it will not threat the community who live along the beach. (Kompas, 23 August 2006)
At the same time, 2.000 citizens from warga Perumahan Tanggunlangin Anggun Sejahtera and Kedung Bendo villagers came to the Sidoarjo District Office, yesterday (8/22), demanded that Lapindo Brantas has to serious on managing the heat mud problems in Porong. They also asked that Lapindo has to insurance the safety of the citizens in Kedung Bendo, give them appropriate houses and also giving the citizens which are not being evacuated a deceant compensation, also that the aid distribution must be given directly without any involvement from the third party. The demonstrators met Sidoarjo Governour, Wien Hendarso and the Vice Governour, Saiful Illah, also the Lapindo Brantas representative, who said that their requested will be granted, except the issue on distributing aid without involvement of other parties, since the aid distribution has been the responsibility of Satkorlak. 5. Bird Flu
Bandung, Head of Sub Division of Environmental Health of West Java, Fatimah Resmiati, yesterday (8/22), said that the victim of bird flue has spread to 3 villages in Cikelet Sub-district. These 3 Villages, are : Cikelet Village, Cigadok Village, and Cijambe Village. Until yesterday, the suspect bird flu victim has reached 18 persons and 5 among them were died. From this number, 3 of the victims are positive of having a bird flu, including 2 of them were died.
Head of Sub-Divison of Animal Breeding of Farming Bureau of West Java, Nana M.Adnan, said that his staff has vanished 2.500 birds in Cikelet and yesterday (8/22), they vanished 700 other birds. Meanwhile to fulfil the needs on the bird flue vaccine, the Agricultur Institute of Bogor (IPB) will start to produce the vaccine massively in the upcoming November. This bird flu vaccine is non-patogenic, it means that it harmless to the animal, human, and environment.
According to the Bird Flu Post in Health Department, since July 2005, there are 645 cases of bird flue were reported. Based on the clinical examination, 400 cases were not a bird flu, 62 confirmed positive of bird flu (47 dead), and 12 were probable cases (approven by the laboratory), 4 cases among them were end up dead. Meanwhile, the other 120 suspect cases, 46 among them dead. Bird flu cases in Indonesia is the most high number in the world. Until now, there are 18 Provinces which reported on having bird flu cases. (Media Indonesia, 23 August 2006)
6. Drought
Cilacap, dozens of citizens in 4 Villages in Kampung Laut Sub-District, Cilacap District, Central Java, are having a difficulty on finding clean water, since 11 of the water points in Nusakambangan Island were dried within this week. The citizens have to buy the water in Cilacap which worth 9.000 Rupiahs/jerrycan that contain 30 litres. The villages which affected, are : Klaces, Ujung Alang, Ujung Gagak, and Panikel. Meanwhile the water points which affected, are : Jongor Asu, Legok Pari, Selok Landak, Jambean, Gua Karang, Sigit Sela, Sikutan, Klapa Kerep, Sodong Geblug, Beji dan Nusa Manuk.
Head Division of Social Welfare (Kabag Kesra) of Cilacap District, Sumaryo, admitted that his staff has distributed clean water to Kampung Laut. Yet, not all clean water is being distributed to villages in Kampung Laut because of the location which are difficult to reach, the only way to get there is by using boat.
The District Governemnt of Malang, East Java, yesterday (8/22), has asked the farmers no to plant paddy during this dry season, because of lack of water and to avoid harvest failure. (Media Indonesia, 23 August 2006)
Banjarmasin, the Barito River in South Kalimantan is narrow because of the impact of dry season. It has caused obstacle on the sailing. The river which is narrow also caused by deforestation and mining in upperstream of the river. It affected the riverbanks which streaming through 11 Districts in South Kalimantan and 4 Districts in Central Kalimantan within 6 million hectare width, is severe degradation which 1,2 million hectare of its area has changed into a dried land. 7. Post Flood
North Sulawesi, the provincial authorities of North Sulawesi is building 455 houses for flood victims on February 2006. The houses are built in 4 Districts/Cities which affected by previous landslide and flood. These Districts/Cities, are : South Minahasa District, Minahasa Induk, North Minahasa, and Manado City. The fund for the construction is alocated by the Central Government through Ministry Coordinator of Welfare, with the amount 9,1 billiar Rupiahs. Total amount of fund which given by the Central Government to the victims is 84 billiar Rupiahs.
Details on the allocation of houses for victims in Districts/Cities, as this following : Minahasa Induk District receives 220 units of house, Manado City 160 units, South Minahasa District 71 units, and North Minahasa 4 units. Budget which is provided to build one house, reaches 20 million Rupiahs and based on the governement programme, the construction will be finished this year. (Media Indonesia, 23 August 2006)
